Central Valley Broadband is committed to the 5 non discrimination and interconnection obligations required by RUS and NTIA and has been already practicing these.
CVB does not degrade, prioritize or discriminate against any lawful content, application or service transmitted over the recipients’ internet access service, subject to a rule of reasonable network management and the prioritization of identifiable VoIP protocols. VoIP prioritization is required for these applications to function on fixed wireless networks. CVB also requests that customers do not host high volume servers on the wireless network as these can rapidly degrade service for everyone on the network.
Non discrimination is a core requirement for CVB’s communications network and customers are notified through a notice on CVB’s website www.calwisp.com of CVB’s network practices, allocating capacity, differentiate among applications, providers, usage limits, managing or block illegal or harmful content. CVB does not favor any lawful internet applications or content over others. CVB customers are entitled to an open Internet allowing them to go where they want, when they want. Nothing should be done to degrade or block access to any websites.
CVB is also offering interconnection, where technically feasible on reasonable rates and terms. CVB is providing unbundled access or any permit line sharing for competitors to help rural communities get “last mile” coverage. CVB already is working together with competitors in its current areas and already has a wholesale ISP partner serving customers through the CVB network. “ If we can’t get them connected maybe our competitors can serve them.”
